Lady Tirika of House Irmoa, a Farisian magelord and Congress Elector for the new Doge election. Introduced to Minalan (incognito as Mirkandar) at the Congress: "One of the few women wearing the ribbons I saw was an elegant matron about my age with very striking features and a nose like the beak of a hawk. She had a long cascade of dark Imperial-heritage hair spilling over her shoulder, chased with silver wire and streaked with gray. She was wearing a simple but elegant burgundy dress cut in Remeran style. She was arguing quite animatedly with two men I didn't recognize, and she reminded me of Pentandra."

Sits on the Budget Committee and the Qualifications Committee. Pro-sovereignty, anti-Pratt (the puppet candidate). House Irmoa has held responsibility for Farise's civic enchantments (sewer and drainage systems, catacombs) "for generations." She is secretly involved with the Contramara (Farisian resistance) and — the book's biggest personal reveal for Minalan — aunt to Lemari, Minalan's previously unknown illegitimate daughter from his Farise Campaign days. Tirika paid for Lemari's education, dance lessons, and temple classes, and arranged her magical training when her rajira came.

Memorable lines on sovereignty: "Whether from the divine or the mundane, sovereignty springs from the hearts of men." On Cingaran's summary executions: "Execution without legal process is just murder. Justice without sovereign authority is no more than assassination!" Has "a little crush" on Minalan's alias Mirkandar. Kidnapped with Minalan by the Farisian People's Front during a committee meeting at her own home; Minalan rescues them both using oxidation magic on her cell door. Minalan: "She reminded me more of Pentandra the more I knew her." (The text inconsistently spells her name Tirika and Tirkia; the same person.)
