Mavone first appears as background when Minalan recalls prior service:

A young Gilmoran nobleman who had been part of the amphibious landing at Farise, Mavone serves on Minalan's hit-and-run raiding teams at Boval Castle alongside Astyral, Azar, and Hesia, providing covert infiltration under illusion. No dedicated intelligence operations yet β this is the raw apprenticeship of the man who will become Minalan's spymaster.
Mavone runs the field intelligence picture for the Penumbra north of Tudry, tracking gurvani band movements and reporting casualty counts: "About five, six thousand. Another four on the way." He already shows tradecraft beyond brute warmagic, dismantling enemy wards and scouting personally β "We left a band of thirty alone, because we were on the trail of a much larger one."
His Gilmoran specialty is strategic assessment β he is described as "a specialist when it came to strategy" and assesses whether the goblins are gathering forces for a larger plan against Tudry. His pre-Minalan career is referenced directly: he had worked three years earlier as a hired mage for a Gilmoran fortifications contractor, with whom the negotiation turned ugly until he threatened "to give his daughter some nasty pox" to settle the fee.
Mavone is stationed at the Wenshar citadel after the Censorate's surrender, helping inherit the order's armories of confiscated witchstones, magical texts, and artefacts. He becomes Minalan's first dedicated intelligence conduit, contacting Minalan mind-to-mind with urgent reports about Isily's arrival at Terrematon and the quiet murders of senior Censors after Hartarian's elevation:

He briefs Minalan on the scope of the recovered witchstones, screens Gerendren as a recruit ("He's a professional, and he's just the kind of iron-balled bastard we need"), and leads assault teams against Gimbal's domains β co-commanding the storming of Castle Fleria with Sarakeem and designing the heat-bubble spell that reduced Flerinhall to slag.
Mavone is central to the Gilmoran covert-base strategy, working with Terleman and Marshal Brendal. Briefs Tyndal and Rondal at Barrowbell on goblin deployment, captive-caravan routes, and the "Murder Road" to the sacrifice pits. Acts as the covert-base intelligence handler throughout the Gilmora campaign.
Continues covert operations across Gilmora and the Penumbra. Runs a network of informants and scouts that keep Minalan apprised of gurvani movements and political intrigues. Softly-spoken in council, devastatingly precise with intelligence reports.
Brief but load-bearing. Mavone breaks the Merwyn story mind-to-mind:

He is already running agents inside Merwyn and tracking confiscated witchstone counts from his old Wenshar inventory work β though he cannot yet give a precise figure. This is the early evidence of the foreign-intelligence network that will later ripen into his Knights of Nablus tracking, his Farise station, and the spy-ring structure of the Magelaw proper.
Operating at the height of his subtle craft. Reports to Minalan on renegade warmagi (Mask, Dunselen's circle), the Brotherhood of the Rat's infiltration, and the growing Enshadowed presence. His Gilmoran manners and soft voice belie the ruthlessness with which he runs the shadow war.
Partners with Pentandra in Vorone as her unofficial intelligence lieutenant. Tracks the Rat Brotherhood's Vorone operations and identifies several undead infiltrators (including Prikiven the Nemovort-agent and the Woodsman cult). Softly-spoken counsel at Anguin's court meetings; Ducal intelligence channels run through him.
Minalan picks Mavone specifically for the Olum Seheri infiltration over flashier warmagi:
He was dour, for a Gilmoran, but he was serious about his work. He had a head for high politics, and he was as good in combat as most warmagi. I could trust him.Minalan, Necromancer
On the Fethkala slave-liberation raid he runs pre-operation reconnaissance, pulls down enemy wards silently ("I took their wards down. And there are no shamans here, that I can see"), and predicts enemy response curves: "If it's a slave uprising, they need to stomp on it quick. They'll send in heavy forces." He also begins the Nemovort intelligence catalogue, profiling tactical weaknesses that will later become the formal dossier project.
At the Battle of Olum Seheri itself he is on the Scholars team in the undercaverns, part of the small group that retrieves the Handmaiden.
The formal foundation of Minalan's intelligence service. Minalan hires Mavone as Constable and head of military intelligence for the Magelaw:

Mavone begins recruiting spies into the Penumbra and debriefing them ("I'll know better in a few weeks, once my spies have returned from missions into the Penumbra"), and formally creates the third Vanadori military unit β the Ravens, forerunner of the full Magelaw intelligence corps. Their sigil is a black raven bearing black pincers above a red mountain on a green field; Mavone approves every member personally, and the unit grows to 100 elite operatives drawn from the Estasi Order and Megelini Knights, "based on their ability to gather intelligence and conduct covert operations."
He also launches the Nemovort dossier project:

He personally scouts the Westlands on urgent tips and identifies the shift from Dead God loyalists to Nemovort-commanded forces: "New generals. The Demon God mistrusts his new servants." He moves into a modest house near Rael the Enchantress's hall in Vanador, a signature of the quiet professional he has chosen to be.
Mavone's tradecraft reaches full maturity. He brings in Jannik the Rysh as his top penetration asset:

Mavone runs Jannik on long-duration illegals cover inside Korbal's territory, meeting him in person "every few months for the last year," and decides when to exfiltrate: "I authorized it. Jannik has been in the field overlong." For the Koucey meeting he deploys "an entire squadron of Ravens" and cross-verifies the defector's bona fides. He candidly names his own gap: "Mavone is adept at intelligence. But he can't be everywhere at once. We need a good counterintelligence man," seeding Jannik's eventual counterintel portfolio. He also negotiates the channel protocol for Koucey's clandestine alliance with the Goblin King β Jannik-to-Lersan runners, password "biscuits."

Minor appearance on-page. While Minalan is on his quest to Anghysbel, Mavone, Pentandra, and Sandoval form the core support staff left behind. Mavone's counterintel architecture is explicitly acknowledged here:

Mavone is also enrolled in Rardine's fledgling Garden Society under the flower codename "Nightwort" (all Society magi take natavia flower codenames).
Mavone operates at senior strategic level, tracking Karakush's occupation of the Westlands alongside the Garden Society and Pentandra's plot. At the Falas Garden Society council he briefs:
It isn't news to me that the Nemovorti have taken root in the Westlands. I've spent far too much time there myself. Karakush the Nemovort directs the others. We've identified several other estates or castles he's quietly conquered out there.Mavone, Hedgewitch
He organizes the response β "I'll put together a squadron of spies. This is battlefield intelligence, after all" β and pointedly refuses local help ("The Westlanders are not adept fighters"). Heeth the Arcanist is now his intelligence-adjacent analytical partner at the Garden Society table, maintaining the formal Nemovort dossiers Mavone began in Book 11. Mavone is also obliged to formally deny Magelaw involvement in the Wilderhall mystery to Pentandra.
During Minalan's extended absence in Anghysbel, Pentandra places Mavone as the field manager of the anti-Karakush operation. She reports to Minalan:

Mavone is at Callierd to see Minalan off. The Karakush / Witch Queen investigation is his primary brief for the interregnum.
Mavone commands the fifth squadron at the Darkfaller assault, responsible for securing the escape route through the portal arch β a natural fit for his disciplined, fallback-minded tradecraft. "The stone arch that represented safety for the common soldier. His Vanadori Guard had erected the thing... and funneled the retreating troops into the interior and through the portal."
During the raid he is Minalan's mind-to-mind tactical coordination partner. He is also present at the secret council where Taren, Terleman, and others plan contingency action against a possibly-mad Minalan; Mavone insists on tight discretion β "This is not a plot β this is a gentleman's agreement between colleagues and comrades" β and is named a tier-two candidate to challenge Minalan should Terleman and Taren both fall. He is awarded a new estate in the aftermath of Darkfaller.
Mavone runs pre-assault intelligence for the second Darkfaller campaign:
The team I inserted into Darkfaller returned last night with the goods you wanted them to procure. I debriefed them myself. They reported that the Enshadowed were actually drilling with the gurvani in the courtyards β maragorku and hobgoblins, mostly.Mavone, Preceptor
His spy team collects spider egg sacks from the catacombs and plants hoxter-pocket wands as pre-positioned ordnance β clandestine sabotage tradecraft at a new level. He continues counterintel on residual Paranchek spiders in Castabriel's sewers, provides specific force estimates ("no more than a dozen of the females survived"), and β at Minalan's request β runs a protective detail on Prince Tavard in disguise during his diplomatic training exercise. He is also Minalan's liaison to King Ashakarl's gurvani delegation, tasked with tracking rogue Nemovort locations and sharing the intel with the Goblin King in a joint-intelligence arrangement.
The Farise campaign is Mavone's tour de force. Minalan hires him as a private contractor for legal cover:

Operating under the alias "Mavoros," Mavone runs the entire Farise station from a third-floor office in Minalan's Bluestem cover practice. Minalan summarises his career admiringly:
He had proven his worth over and over again during the invasion, establishing spy rings behind enemy lines, cultivating sources in unlikely places, and managing to get an eye or an ear into a number of important enemy headquarters.Minalan, Practical Adept
He recruits and manages the full network: Iyugi the footwizard, Atopol the shadowthief, Jannik the Rysh the minstrel, plus Lorcus and later reinforcements. He produces a full order-of-battle survey in days:

He has an uncanny ability to assess the veracity of any given report and cross-rate sources. He identifies the Contramara as the Imperial Magocracy's Farisian continuity organisation and wants their founding doctrine β "I've heard the original instructions were quite specific, elegant, even. I'd love to get my hands on them, one day." He also makes the personal identification of their old warmagic instructor Durgan Jole on a Farise street corner, a piece of counter-surveillance tradecraft that only a true spymaster would have caught.
